M&E Glossary & Key Terms
Essential terminology for monitoring and evaluation professionals
Theory of Change (ToC)
A comprehensive description and illustration of how and why a desired change is expected to happen in a particular context. It maps the causal pathways from inputs and activities to outputs, outcomes, and ultimate impact, including the assumptions underlying these connections.
Logical Framework (LogFrame)
A planning and management tool that presents information about the key elements of a project in a clear, concise format. It typically includes a hierarchy of objectives, indicators of achievement, means of verification, and important assumptions.
SMART Indicators
Indicators that are Specific (clearly defined), Measurable (quantifiable or observable), Achievable (realistic given resources), Relevant (aligned with objectives), and Time-bound (with defined timeframes). SMART indicators are essential for effective monitoring and evaluation.
Results-Based Management (RBM)
A management approach that focuses on achieving defined results and improving performance through continuous learning and adaptation. RBM emphasizes accountability for results, monitoring progress, and using evidence to inform decision-making.
Baseline Study
An assessment conducted before a program or project begins to establish a reference point against which future progress and changes can be measured. Baseline data provides the starting point for comparison during monitoring and evaluation.
Impact Evaluation
An assessment that measures the net change in outcomes that can be attributed to a specific intervention. Impact evaluations use rigorous methods to establish causality and determine whether observed changes are due to the program rather than external factors.
Stakeholder Analysis
A systematic process of identifying all parties affected by or affecting a program, analyzing their interests, influence, and relationships, and determining appropriate engagement strategies for each stakeholder group.
Outcome
The medium-term results of a program's outputs, typically changes in behavior, practices, policies, or institutional capacity. Outcomes represent what changes because of the program activities and are stepping stones toward achieving long-term impact.
Output
The direct products, goods, or services delivered by a program. Outputs are what a program produces and are usually under the direct control of the implementing organization (e.g., trainings conducted, materials distributed, facilities built).
Mixed Methods
An evaluation approach that combines qualitative and quantitative data collection and analysis methods. Mixed methods leverage the strengths of both approaches to provide more comprehensive insights than either method alone.
Evaluation Criteria
Standards used to assess an intervention's merit, worth, or significance. Common criteria include relevance, effectiveness, efficiency, impact, and sustainability (OECD-DAC criteria), though criteria should be selected based on evaluation purpose and context.
Most Significant Change (MSC)
A participatory evaluation method that collects and systematically reviews stories of change from program participants. MSC helps identify unexpected outcomes and understand the depth and nature of changes from diverse perspectives.
Data Triangulation
The use of multiple data sources, methods, or perspectives to cross-verify findings and enhance the credibility of evaluation conclusions. Triangulation helps reduce bias and increases confidence in results.
Evaluability Assessment
A preliminary study to determine whether a program is ready for evaluation, has clear objectives and logic, and whether an evaluation would be useful. It helps identify issues that need addressing before conducting a full evaluation.
Outcome Mapping
A participatory evaluation methodology focused on changes in behavior, relationships, and actions of individuals and organizations directly influenced by a program. It emphasizes contribution rather than attribution and recognizes that programs influence rather than control outcomes.
