William Moore is the President and Founder of Youth Development Evaluation Alliance, a consulting and technical assistance research and evaluation firm located in metropolitan Kansas City. He provides strategic guidance, client and business development, and leadership for applied research and evaluation projects. Concurrently, he serves as the Vice President of Program and Evaluation at the REACH Healthcare Foundation. Dr. Moore guides the overall design, implementation and evaluation of the Foundation’s grant- and change-making strategies. Bill has spent his entire career working to create, improve and sustain programs for our nation’s children and families who are reliant on substandard and inequitable public systems of care and education. Formerly, he served as Director of Research in two urban school systems, professor at two research universities, consultant to hundreds of nonprofits and foundations, and Research Director at the Institute for Research and Reform in Education, an urban education think tank in New Jersey.  Bill was the first Director of the U.S. Department of Education’s Center for Technical Assistance in Character Education and Civic Engagement in Washington, D.C.  Bill currently creates and manages Foundation investments in rural health, safety net health systems, community mental health centers, and health advocacy and policy. He serves as Board President of Support KC – a resource to area nonprofits and serves as a member of the Academy Health Disparities Interest Group Advisory Board. Dr. Moore has written about medicine and health issues in such respected journals as Medical Care, Health Education and Behavior, The Gerontologist, Breast Cancer Research and Treatment and the Journal of Cellular Biochemistry. His most recent study, recently published by The Foundation Review, focuses on how communities can be transformed through new integrated approaches to community capacity building and network development and leadership. Dr. Moore earned his PhD in Educational Psychology at the University of Kansas. He specializes in research methods, statistics, evaluation and measurement.
