Luis Bernal MPP is a senior international development and evaluation consultant with more than 30 years of experience designing, implementing, and evaluating private and public initiatives for: economic growth; local development; institutional strengthening, capacity building, private sector competitiveness; entrepreneurship; micro, small, and medium-sized business promotion; poverty alleviation; and social inclusiveness.

His expertise includes strategic planning, program design, policy analysis, sectoral analysis, organizational assessment, and the development of non-profit organizations. He also has extensive experience collaborating with top-level public and private officials, international donors, and public-private partnerships. Mr. Bernal also has substantial experience working with a variety of policy, economic, and social stakeholders at local, national, and multi-country levels particularly in Latin America and the Caribbean.

His extensive Monitoring & Evaluation background is comprised of meta-evaluations and rapid assessments as well as multi-site, multi-million and multi-country projects intended to measure a program’s efficiency, efficacy, impact, outreach, and sustainability. Mr. Bernal specializes in qualitative methods for research and evaluation both English or Spanish.

Mr. Bernal has led and collaborated on evaluation regional projects in Latin America and the Caribbean, as well as projects in: Barbados, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Panama, Chile, Spain, Liberia, Ghana, Tanzania and the United States, for donors such IADB, USAID, OTI, FTF, UNDP, UN-PBSO, and Private foundations.

Mr. Bernal earned his Master’s degree in Public Policies from the University of Massachusetts, a certificate in Evaluation and Applied Research Methods from Carleton University in Canada, a Certificate in Project Management from Florida International University, and a Bachelor’s degree in Business Administration from the Universidad Externado de Colombia, where he also studied law for five years.
