About the Candidate
I am an international Learning and Evaluation expert, specialized in program and policy evaluation with extensive experience in the public sector, policy, governance and institutional development.
With more than 18 years of experience, I have a breadth of knowledge of the various policy frameworks, planning models and evaluation approaches and diligently conducted various program/ project evaluations, synthesis of evaluations to various complex programs and projects in humanitarian/fragile context and conflict-affected environment in MENA, within the context of the 2030 Agenda.
Most recently, I concluded a Mid-term Review of UNITAR project on “Building capacity for the 2030 Agenda 2.0”, examining all the learning tools developed to promote for the Sustainable Development Goals;
Currently, I am supporting UNICEF Lebanon in strengthening national evaluation capacities.
I have been heavily engaged in the regional and global SDGs platforms, as an evaluation practitioner, researcher and panelist on evaluating the 2030 Agenda. I co-authored more than a dozen of Policy Briefings published by IIED and EVALSDGs, many of which entailed reviews of the VNRs. Besides, I contributed to the recently launched Guide on “Evaluation to connect the SDGs with national priorities: a guide for evaluation commissioners and managers”; facilitated and trained about “Evaluation to connect National Priorities with the SDGs” and contributed to many panels in the context of the HLPF and
NEC 2022. Most recently, I am member of a multi-partners Taskforce working on promoting the evaluation of the SDGs.
Over the last couple of years, I managed technical assistance to 16 countries within the framework of EvalPartners program aiming at strengthening national evaluation capacities and systems in various part of the world.
Most recently, I have led four complex evaluation assignments for the UN Economic Commission for Africa (UNECA), the Economic and Social Commission for West Asia (ESCWA), the World Intellectual Property Organization (WIPO), and am co-leading the review of the UN Strategic Development Framework (2017-2021) in Lebanon. Most recently, I finalized two World Bank/ GPSA projects on social accountability and citizen engagement in education and municipalities sectors.
I served on various Evaluation Reference Groups and am currently a member of ALNAP Advisory Group, mandated to update ALNAP guidance on evaluation criteria, vice-president of the Lebanese Evaluation Association and founding member of EVALMENA and 360 Consulting

Experience
Commissioned to evaluate ESCWA Data Strategy (2020-2022) and its implementation serving the 2030 Agenda and evidence-based
national policy making in order to identify lessons learned and recommendations to drive it to the next level.
Commissioned to evaluate two GPSA projects implemented in Jordan to strengthen the social accountability in the education sector –
examining how citizen voices were influencing the education policies and strategy in Jordan; and the Municipalities – by establishing a
grievance mechanism to engage citizens.
Support UNICEF Lebanon country office in strengthening national evaluation capacity, providing technical assistance to national
partners, and contributing to building strong M&E culture within the LCO.
Conduct the Mid-term Evaluation of UNITAR’s project on “Building capacity for the 2030 Agenda 2.0”. The purpose of this evaluation is
to assess the relevance, coherence, effectiveness, efficiency, likelihood of impact and likelihood of sustainability of the capacity
development modality that consists of combination advisory services, national and regional pilot learning events, and the dissemination
of knowledge through e-learning and other knowledge products. The assignment relied on solid theoretical foundations based on the
Kirkpatrick Model and realist approach to evaluation.

Commissioned by WIPO to conduct the evaluation of the Regional Bureau for Arab Countries scope over the last 5 years, assess its
processes, implementation effectiveness and efficiency and its strategic contributions within the existing context to make IP work for
sustainable development.

Commissioned by CLIC to co-lead a team of researchers to provide the Final Review of the United Nations Strategic Framework (UNSF 2017-2021) in Lebanon, with a focus on the HDP nexus, liaising with the Resident Coordinator Office (RCO) and key stakeholders, setting the methodology, overseeing the consultation process and ensure quality control through the drafting process.
Commissioned to conduct a meta-synthesis of the evaluations of WIPOs regional divisions for the period (2015-2020) in order to better inform the divisions’ contribution to the recent Medium-term Strategy (2022-2026)

Commissioned to assess the learning outcomes and conduct programme evaluation of the “Can’t wait to learn – from Home” programme in Lebanon, in order to inform potential adaptions to the programme content, technical inputs and capacity building. An evaluation conducted using innovative remote tools.
Commissioned to lead to evaluation of the Social Development Programme (2014-2019) and the implementation of the various technical support and capacity building initiatives under the programme in four Arab countries, with missions to Lebanon, Jordan, Tunisia and Morocco (including the support to the Sudanese NCP to develop the Migration Policy). Developed the programme’s ToC that helps planning for the next cycle.

Commissioned to produce a case study on the national Institutional framework for policy/ program evaluation in Jordan in the context of the SDGs. The study entails mapping the various governance structures and proposing recommendations to strengthen evaluation capacities to inform equity-focused decision-making
Commissioned to develop the consultation process and scenarios to endorse the solid waste management legislation in Lebanon, with a particular focus on the institutional reform associated with the legislative proposal (Dec 2017)
Commissioned to conduct the ROM (Result Oriented Monitoring) of the EU funded project Support to the Jordan Response Platform for the Syria Crisis, managed by UNDP to support the Ministry of Planning and International Cooperation (MOPIC) to manage the Syrian Crisis with a resilience approach and develop the Jordan Response Plan (JRP).
Commissioned to conduct the ROM (Result Oriented Monitoring) of the EU funded Technical Assistance (TA) for public administration reforms for improved service delivery to citizens, Supporting the Ministry of Public Service Development (MoPSD) and Ministry of Information & Communication Tech (MoICT)
Commissioned to lead the overall evaluation of UNECA Africa Trade Policy Center (ATPC II) project (2008-2015) – a 14 million project funded primarily by Global Affairs Canada among other donors (DFID, AfDB) to promote sound trade policies and boost African trade within the continent and with the world
Managed a team of senior trade expert and a program evaluator
Evaluate (using the ToC and Outcome Mapping approaches) the various technical support and capacity building initiatives of the governments of Africa with missions to Ethiopia, Tanzania, Namibia, Morocco)

Successfully established and deployed the monitoring and evaluation (M&E) framework and system within relevant government entities and programs (including setting the metrics, measurement processes and accountability framework) related to the health, environment and social sectors strategy and governance
Facilitated and conducted capacity building workshops to the respective government counterparts.

Guided and managed the environmental and health sectors of Dubai Strategic Plan 2015 and Dubai Plan 2021 and contributed to other key social sectors’ strategic plans.
