About the Candidate

Independent consultant in projects related to the generation of Monitoring and Evaluation systems, the design and development of evaluations, and the promotion of the use of evidence. Co-founder of GLOBALL-EVIDENCE FOR RESULTS, a firm dedicated to supporting better decisions of our clients using evidence.  I am part of the Global Evaluation Initiative global team, working to support the strengthening of national M&E systems, and have participated as an external consultant with The World Bank Group, FAO, and IDB as well as with think tanks and Civil Society Organizations in Mexico. I worked in the evaluation team at the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR LAC).

I was part of the evaluation team at the National Council for the Evaluation of Social Development Policy (CONEVAL) from 2014 to 2020, where I worked with different areas in the coordination and preparation of different evaluation methodologies and reports. Through my experience working at CONEVAL, I gained experience to generate evidence, as well as identifying and encouraging the use of the evidence generated, as in the case of evaluation results, to improve public policies. Understanding the challenges faced to build and institutionalize a monitoring and evaluation system, based on the Mexican case, has allowed me to share and discuss the experience of this country with government counterparts from other countries, from Latin America and the rest of the world, and of different international organizations to promote the development of their own systems.

I have participated as an assistant professor and guest professor in public and private universities in Mexico and participated in different conferences and workshops related to evaluation issues, as a coordinator and as a presenter.
