Overview

As a key member of our Evaluation & Organizational Learning (EOL) practice the Senior Advisor, Quality Assurance will lead efforts to ensure the quality of our evaluation products.

Duties Include:

Quality Assurance (Key Accountability: 1- 45% time)

Measuring against our quality standards, thoroughly review and approve evaluation products prior to delivery to clients.

  • Assess the overall quality of the text inclusive of structure, flow, clarity, internal consistency and punctuation.
  • Assess the report against client quality grids (CEQAS/DEQAS, GEROS and others).
  • Assess the completeness of the report against the TOR.

Engage and collaborate with evaluation teams at the onset of an evaluation to set the QA expectations, guidance and standards for each client.

Work closely with the evaluation manager and other stakeholders to address and resolve any quality concerns.  This may involve actions such as:

  • Engaging with teams to guide them towards a solution
  • Identify suitable additional support (editorial, evaluative, guidance on team management, etc.)
  • Directly making the necessary changes to meet the standards.
  • Supervising other QA advisor’s work as necessary

Conduct evaluations, synthesis, or research work (Key Accountability 2-40%)

Lead or participate in the implementation of evaluations, synthesis of evaluations or other research work.

Participate in EOL meetings and teamwork (Key Accountability 3- 15%)

  • Participate in team meetings, staff meetings and team/ KonTerra gatherings
  • Contribute to proposal development, by reviewing proposals and providing inputs to the methodology development
  • Contribute to the development of our roster of consultants

Qualifications

  • 10 years of experience conducting evaluation and/ or research work in the humanitarian and development fields (including methodology development, conducting literature review, data collection at field level, analysis and report writing)
  • Thorough understanding of evaluation cycle, roles, processes, and standards, including best practices
  • Experience conducting synthesis of evaluations and meta-analysis
  • Experience with strategic and operational evaluations
  • Experience with WFP policies, interventions, evaluations
  • Evaluation experience with other UN agencies and bodies (UNICEF, OCHA, UNHCR)
  • Knowledge quality standards of EHA and development assistance evaluation, including system-wide (UNEG, ALNAP) and specific UN agencies (EQAS, GEROS, etc.)
  • Familiarity with UNEG principles and ethical standards and UN SWAP EPI
  • Experience working with senior evaluators in humanitarian and development sectors

Required Skills

  • Excellent writing skills in English and capacity to read French and Spanish
  • A detail-oriented, structured approach to QA work
  • Strong editorial skills, capacity to constructively communicate with senior-level evaluators
  • Capacity to engage with UN evaluation services clients
  • Solid problem-solving and diplomacy skills to effectively anticipate, mitigate and/or solve challenges that may arise during evaluations.
