WFD are now looking for an experience Evidence and Learning Manager to help us establish a new Centre of Expertise on elections and democratic governance.
Location: Good work-life balance. UK based with the option for remote working. This role will require occasional travel to HQ in London to fulfil operational requirements and occasional travel within the UK may be required.

Contract details: Fixed Term – From 1 June 2023 – To 31 March 2024, with possibility of extension

About the FCDO Centre of Expertise
Democratic governance is facing an historic challenge as autocratic trends undermine the hard-won global gains of the 20th century. Reversing this downward trend in global democracy requires new approaches and more ambitious efforts across Government and around the world. In response to this the Foreign, Commonwealth and Development Office (FCDO) in partnership with WFD has established a Centre of Expertise (CoE) to serve as an authoritative source of expertise, insightful informational resources, analysis, evidence, and advice on “what works” to respond to these challenges and support democratic governance around the world.
The new Centre of Expertise team will manage all aspects of the programme, including sharing our expertise, accumulated knowledge and evidence on elections and democratic governance with a network of partners and collaborators who work in this area.
Programme Manager – Evidence and Learning
The Programme Manager – Evidence and Learning will be the principal point of contact within the Centre of Expertise for knowledge management and learning events and products.
They will lead on two key area, firstly coordinating a tailored, call-down evidence service for the Foreign, Commonwealth and Development Office (FCDO) posts, developing short evidence reviews on request or identifying support within WFD’s network of associates, experts, and partners and secondly identifying, with guidance from the Head of the Centre of Expertise, key trends and themes to be shared across the FCDO and WFD networks either via specialised learning events or via bespoke learning products.
The position supports a culture of good practice in evaluation and learning; builds capability for all colleagues within the team and across the organisation; and maintains close working relations with WFD senior managers, senior advisers, research programme, communications team, and heads of WFD country offices.
About You
To be successful in this position, you will be an experienced Evidence and Learning Manager with the following skills and experience.
- Knowledge and experience of evidence synthesis methods
- Experience of knowledge management in larger dispersed organisation
- Demonstratable skills in analytical and critical thinking
- Experience in delivering evidence and learning for strategic decision-making
- Experience of commissioning research/learning products from third parties
- Some knowledge of democracy and governance work
- Flexible, proactive and able to work independently
- High level English language, written and communication skills.
This is a UK based role; candidates must have eligibility to work in the UK.
