The MEL Specialist is a Washington, DC-based position responsible for supporting all aspects of performance monitoring and evaluation for the organization. S/he will develop and continuously refine EF’s monitoring and evaluation strategy, policies, and procedures. S/he will build rigorous MEL systems that contribute to improvements in organizational learning and program implementation.

Tasks include providing leadership on MEL issues across the organization; supporting program teams by helping to refine MEL plans and capture data; training staff on MEL tools and methodologies; supporting business development efforts by contributing to proposal design and MEL plans in proposals; and developing and implementing a data software solution for the organization.

-Provide vision and leadership on MEL issues across the organization (35%)
-Lead the development of a MEL vision and strategy for the organization
-Develop and oversee the implementation of MEL policies and procedures
-Stay current on MEL trends and tools in the DRG space by participating in
affinity groups and representing the organization at conferences
-Identify a solution to store data across program portfolios; procure and implement the rollout of the software solution
-Provide MEL technical support across all program portfolios (35%)
-Provide guidance to program teams on MEL issues, such as:
-Periodically reviewing and refining MEL plans
-Providing guidance on quantitative and qualitative methods and tools
-Supporting data collection efforts for performance indicators
-Ensuring lessons learned are captured and communicated to internal and external stakeholders
-Ensure data quality, lead in data analysis, and promote the regular use of data for program improvement
-Provide training to program staff to build capacity on MEL approaches, data collection, and tools that lead to improvements in learning and adaptive management
-Serve as advisor to MEL teams in overseas offices, offering guidance on program delivery according to MEL plans, data collection tools and reporting to donors
-Support the design and planning of MEL activities such as baseline, midterm and final evaluations
-Provide MEL technical support to the business development unit (30%)
-Contribute to proposal development by participating in kickoff meetings, contributing to technical discussions, developing and/or updating indicators, definitions, and MEL approaches, reviewing and
enhancing program design, and drafting MEL plans
-Other duties as assigned by the President

-Bachelor’s degree in international development or other relevant field required; Master’s degree preferred.
-Minimum 8 years of relevant experience, including at least 3 years focused on providing MEL technical support for democracy, human rights, and governance programs in international development.
-Experience with USAID MEL strongly preferred.
-Demonstrated skill and experience with a range of MEL approaches and tools for civic engagement, inclusion, and government accountability.
-Experience with program design, including proposal development, logic models, theories of change and indicator selection.
-Strong monitoring, evaluation and research methods skills, including sampling, quantitative and qualitative research design, and data analysis.
-Experience designing and utilizing practical and effective monitoring systems and platforms.
-Superior verbal and written communication skills in English, cross-culture sensitivity, respect for diversity, and interpersonal skills.
-Ability to juggle competing priorities, manage multiple initiatives and successfully meet deadlines while producing high quality work.
