Position Description
EnCompass LLC is seeking a Senior Program Development Specialist to serve as the Team Leader for an ongoing USAID MEL project. This position entails experience coordinating teams, facilitating learning, and building relationships with USAID and its implementing partners. The Team Leader will have high political acumen, strong leadership and management skills, and expertise in simultaneously leading a variety of work streams. The ideal candidate will have demonstrated experience achieving results, with strong strategic vision and an understanding of systems approaches to development programming. S/he will understand how to foster a culture of continuous improvement and learning, and will maintain high self-awareness and personal improvement skills. The COP will be the primary point of contact with USAID staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR). The Team Leader will work with a team of an monitoring, evaluation, and learning (MEL) specialist and a project assistant.

The position is part time (20-30% average) and will involve face-to-face meetings in Washington, D.C.;  the rest of the work can be done remotely from an approved location in the United States.

Position Duties and Responsibilities
Essential functions:

Lead the technical design and management of a USAID MEL contract, including technical design and implementation, client engagement, team management, development of data collection strategies and tools; data collection, analysis, and interpretation; preparation of high-quality evaluation products; and effective communication/dialogue with clients on findings and recommendations on issues relevant to client missions
Provide quality assurance on all technical aspects of MEL activities, with a focus on timeliness, technical rigor, effective communication of technical work, and utilization
Liaise with and provide technical assistance to USAID implementing partners, often working with multicultural technical teams, some of whom do not speak English as a first language
Ensure that collaborating, learning, and adapting (CLA) principles are integrated across all aspects of the technical assistance and training provided to make sure interventions are compliant with applicable Automated Directive Systems (ADS) requirements, grounded in evidence, and adjusted as necessary to remain relevant and effective throughout implementation
Design and facilitate capacity-building training and workshops related to MEL using appreciative, participatory, adult learning methodologies
Manage contract, including assisting the development and monitoring level of effort estimates, work plans, and securing contract compliance
Build and maintain high-quality relationships and communications with clients and local consultants
Manage team to ensure quality performance of staff and consultants
Contribute to developing and improving evaluation project management systems
Contribute to identifying and solving complex problems that affect the management and technical direction of MEL contracts

 

Position Requirements
Qualifications

Academic Qualifications

At a minimum, the candidate must have a Master’s degree with significant study in or pertinent to the specialized field, including but not limited to international development and social sciences

Experience and Skills

Minimum of 10 years of experience working on monitoring and evaluation of democracy and governance programs, including work in restrictive operating environments
Experience working on democracy and governance programing within closed societies
Relevant regional experience: at least 2 years work experience in the Andean region
Experience working in Venezuela and/or familiarity with USAID democracy and governance programming in South American countries is greatly preferred
Ability to provide leadership to ensure meeting client’s expectations, priorities, and deadlines
Strong planning, organization, and strategic thinking skills
Demonstrated experience managing and supervising consultants, staff, and teams in a manner that empowers teams while ensuring their well-being
Ability to be flexible in adjusting to client’s needs and project requirements
Reading, writing, and oral fluency in Spanish and English is required
