Overview
DevTech is looking for a Learning Specialist to work as an institutional contractor on its Analytics, Data, Visualization, and Information Services (ADVISE) contract with the United States Agency for International Development (USAID). ADVISE staff comprise much of the USAID Data Services team, led by USAID’s Chief Data Officer (CDO) and situated in USAID’s Bureau for Management, Office of the Chief Information Officer (M/CIO). The Data Services team’s main purpose is to improve the usage of data and information at USAID, so that the Agency continues to ensure its development outcomes are supported by evidence. Data Services’ work spans the “data lifecycle,” including planning, collection, cleaning, analysis, curation, reporting, and governance.

USAID’s PSE Hub supports the implementation of PSE policy across all sectors and establishes an inclusive process for coordination across all pillar and regional bureaus. The PSE Hub 2021-2025 Strategy defines a strategic framework to scale and mainstream enterprise-driven development. The Learning Specialist will support assessments of the PSE Hub’s engagement with partners and assessment of its existing engagement tools, processes and procedures. In addition, the Learning Specialist will assist in the collection and organization of a knowledge base of private sector engagement approaches and business models.

The Learning Specialist will be expected to carry out the described duties through March 2023 and will be expected to work a 40-hour per week schedule.

This position is fully remote until USAID announces its Future of Work policy and guidelines as they relate to in-person work. Once USAID establishes a new workplace posture, DevTech will develop individual work schedules and telework agreements in accordance with the guidelines.

Responsibilities
Business Analysis and Assessment

  • Assess current PSE Hub engagement tools, processes and procedures.

This may include:

  • Implementation of a User Experience Diagnostic including support to potential surveys, key informant interviews, and focus groups
  • Formulation of requirements for re-design of an existing engagement website(s) and shepherding the redesign process.
  • Ensure that design is consistent with USAID policies and procedures (including existing infrastructure which could be utilized/modified), and aligned to the findings of the User Experience diagnostic.
  • Analyze and create data visualizations of Agency-wide PSE data from sources such as the annual PSE survey and the Public-Private Partnership data call.

Data and Learning

  • Data collection to identify preferences and needs of community of practice members
  • Support in refining goals and objectives for a knowledge management program
  • Support annual data collection, cleaning, and reporting
  • Development and implementation of a change management strategy to accompany the new information management system
  • Support creation of knowledge products and learning events that help disseminate and increase utilization of PSE data

Qualifications
Required:

  • Master’s degree in a relevant technical area or equivalent experience (e.g. Public Policy, International Development, Education, Economics)
  • Five years of progressive experience in relevant subject matter/technical area (e.g. business analysis; monitoring, evaluation and learning; knowledge management; organizational change management, data analysis and visualization, statistics);
  • Experience conducting surveys, key informant interviews and focus groups
  • Experience with mixed methods evaluation and qualitative data coding
  • Familiarity with knowledge management and/or organizational change management approaches
  • Strong facilitation skills
  • Experience communicating with senior-level leadership
  • Strong written and oral presentation skills

Preferred (but not required)

  • Experience working with USAID or other large government or donor entities
  • Experience with public-private partnerships
  • Familiarity with USAID’s collaborating, learning, and adapting (CLA) framework
  • The applicant must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.
