POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
This position is to support the development of strategic planning and performance management as requested by the Department of State. The Monitoring Specialist will primarily be responsible for the development of systems, processes, and procedures to implement and facilitate the 18 FAM 300

Primary/Major Duties and Responsibilities (Essential Functions):

  • Support the Office of Policy and Plans in the implementation of the 18 FAM 300, specifically the development of a Strategic Performance Management System and its components.
  • Facilitate the implementation of the Functional Bureau Strategy through program identification and alignment, development of data collection plans, tracking milestones, updating master project trackers, and writing program design and developing indicators.
  • Plan for and support Quarterly Strategic Reviews and implement resulting action plans.
  • Work with the Senior Evaluation Team and customer to develop evaluation priorities and execute plans in accordance with the 18FAM300 and/or customer requirements.
  • Develop and execute evaluation plans and scopes of work. Lead evaluations as required.
  • Provide mentorship and guidance to research analysts and other M&E specialists in support of strategic planning, performance management, and evaluation.
  • Participate in the Department Learning Agenda.
  • Work with stakeholders to develop a robust understanding of the information environment in which programs and activities are implemented and to provide support as needed.
  • Develop training material and facilitate capacity building activities as required by the program office.
  • Other related duties as assigned.

Required Qualifications and Experience:

  • Active Secret Clearance.
  • Demonstrated educational experience of at least a Bachelor’s Degree in relevant field of study (Public Policy/Ad- ministration, Social Sciences, Economics, Monitoring and Evaluation, etc.).
  • Systems thinker and process-oriented, with strong attention to detail.
  • Previous experience in similar role involving building strategic performance management systems and evaluation.
  • Demonstrable understanding of the Evidence Act and 18 FAM 300, the components of a strategic performance management system.
  • Demonstrated experience designing, implementing, and leading evaluation.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
  • Demonstrated ability to work both independently and with a team-oriented environment.
  • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.
  • Knowledge of research and applications, including survey software, social media analysis, statistical analysis, data management.
  • Salary commensurate on experience.

Preferred qualifications

  • Master’s Degree or PhD in relevant field of study (Public Policy/Ad- ministration, Social Sciences, Economics, Monitoring and Evaluation, etc.).
  • Experience with Department of State.
  • Demonstrated experience or expressed interest in counter propaganda and disinformation.
  • Experience with analysis and reporting software, such as Nvivo, Tableau, and Salesforce.
  • Experience in countries or regions where monitoring and evaluation activities occur.
  • Top Secret Security Clearance.
