Evaluation of the African Development Bank’s strategy and program in Côte d’Ivoire by Independent Development Evaluation (IDEV)
The report summarizes the review of the country strategy and portfolio of Bank interventions in Côte d’Ivoire over the 2006-2016 period. The purpose of the evaluation is to assess the level of achievement of results of the Bank’s assistance in Côte d’Ivoire and to draw lessons to improve the future Bank strategy and operations in Côte d’Ivoire.
The evaluation used mixed methods (desk review, interviews, and electronic questionnaire) to collect quantitative and qualitative data.
The overall conclusion of the evaluation is that the performance of the Bank’s strategy and program in Côte d’Ivoire is satisfactory. The operations had a positive effect and tangible results on the country’s exit from crisis; similarly, the management of the Bank’s portfolio is satisfactory. However, the evaluation also identified challenges such as the Bank’s low responsiveness and timeliness in emergency situations. There are also weaknesses in the sustainability of Bank actions.
IDEV therefore recommends that the Bank continue to support Côte d’Ivoire to attain more inclusive growth aimed at reducing poverty and inequality across the country.
